Executive Summary

Sierra Engineering & Environmental Services, LLC. was founded by Mr. John Yanguba, MSCE, PE on August 13, 2010 to provide professional services in civil, structural and environmental engineering in the New Orleans area. However, because of owner's inability to secure funds to run the business, he continued with his service as a Senior Civil Engineer with US army Corps of Engineers, New Orleans District. On April 2, 2019, after satisfying all conditions for a construction license, the company was awarded California Contractor license. With this achievement, the owner retired on April 30, 2019 and set-up a construction company in California. Sierra Engineering & Environmental Services then became a California based company with principal office at 7144 Fair Oaks Blvd, Carmichael, Ca. 95608.

The company is structured as a limited liability company (LLC) and company is 100% managed by the owner without board of directors. But as the company grows, there is a plan for more partners, professionals and a Board of Directorship to achieve her goals and objectives.

The company goals and objectives are to establish a reputable minority (African-American) owned construction company to compete for State, Federal and Local Governments contracts.

Sierra Engineering & Environmental Services is a California Disadvantage Business Enterprise (DBE) and Small Business Enterprise (SBE) Construction Service firm to serve as to undertake Sub-contract work for Erosion Controls and Minor Concrete (Driveways, Curb and Gutter)

Founder and Principal Partner with more than sixteen years of design and construction with the California Department of Transportation and more than eleven years of construction experience with the US Army Corps of Engineers, New Orleans Districts.

Senior Partner

Musu's experience involved various analyses and interpretation of technical procedures and government regulations with regards to the rebuilding of New Orleans communities after the Katrina destruction and the development of Low Cost Federal Housing Redevelopments throughout the country. During her tenure at Smart, Inc. (management team for the New Orleans Hazard Mitigation Program), she frequently conducted researches on government regulations and policies regarding housing redevelopment and hazard mitigation of disaster prone areas. Also, at Smart Inc. and in the engineering field, she worked with the technical team to review the implementation of the post Katrina New Orleans Building codes with particular references to Wind and Flooding forces. She has also worked with Prosomnus Sleeping Technologies, Inc as a technician to develop the breathing mechanism of the Sleeping Apnea devices.
